The Maldives has developed and implemented its first-ever competency framework for anti-corruption work

The Anti-Corruption Commission (ACC) launched its Competency Framework, which defines the ethical and professional standards required of Commission staff. This framework serves as a key instrument in achieving the Commission’s vision, fulfilling its constitutional and legal responsibilities under the Constitution and the Anti-Corruption Commission Act, meeting its institutional objectives, and upholding the principles to which the Commission is committed. This framework was officially inaugurated by the Chancellor of Maldives National University, Dr. Mahamood Shougee, at a special ceremony held at the Commission today.

The primary objectives of this framework are to document the qualities and skills required for various positions, define the competencies necessary for employee selection, establish performance evaluation standards, and provide a roadmap for career development.

This framework serves as a core structure that outlines the qualities employees must possess to fulfill the Commission’s legal responsibilities and achieve its objectives. The framework is built on three main components: General Competency, Technical Competency, and Managerial Competency. General Competency covers the essential qualities and skills required for all employees, ensuring a strong foundation for professionalism and ethical conduct across the Commission. Technical Competency focuses on the specialized knowledge and professional capabilities necessary for specific roles, enabling employees to perform their duties effectively and with expertise. Managerial Competency, on the other hand, encompasses the skills, knowledge, actions, and attributes required for managers to successfully lead their teams and guide them towards achieving organizational goals.

Each competency is further divided into three levels: Basic (Level 1), Intermediate (Level 2), and Advanced (Level 3). The expected level of an employee is determined by their position and rank.

By introducing this framework, employees will clearly understand the qualities and skills required to fulfill their job responsibilities, making the Commission an effective institution with capable employees who deliver results.
