Project Overview
The social audit conducted in H.Dh. Kulhudhuffushi City focused on Kulhudhuffushi Regional Hospital’s ICU upgrading project. When this project was initiated, the hospital was already undergoing a different project: the construction of two two-storey buildings to accommodate 30 beds, which was awarded to Maldives Transport and Contracting Company (MTCC). The ICU upgrading project was a later addition to the ongoing project but was undertaken as a separate project; hence, its bid process was independent of the ongoing project.
The ICU upgrading project was awarded to MTCC under single-source procurement, as detailed in Article 25(d)(3) of the Public Finance Regulation, which states that single-source procurement may be utilised to maintain the standard and compatibility of work that is already being conducted and/or to continue ongoing work.
The project was awarded on 4 March 2021 with an award price of MVR 16,962,416.14 (USD 1,094,415.09) and was to be completed within 60 days.
The primary client for both projects carried out at Kulhudhuffushi Regional Hospital was the Ministry of Health.
During the social audit, conducted from 7 to 9 August 2023, the ICU was already in service, although provisionally. Additionally, the hospital reported that the project was handed over in January 2023.
Key Findings
- The council does not assume any responsibility for monitoring the project; however, it provides technical support to the regional hospital when required and requested.
- Kulhudhuffushi City Council has introduced different mechanisms for the public to reach the council and to exchange dialogue and concerns. The city council was also found to be supportive of the activities conducted by the Women’s Development Committee of Kulhudhuffushi.
- The management of Kulhudhuffushi Regional Hospital was also observed to be very receptive to questions and very accommodating towards the participants.
- Documents requested from the ministry and the contractor for further evaluation were not received.
