Hoarafushi hospital project. This project was awarded by the National Tender Board, following the National Competitive Bidding process, to PT. Citramas Heavy Industries in joint venture with Flexinc Pvt Ltd. The contractor won the bid for MVR 85,736,587.55 (Eighty-Five Million Seven Hundred Thirty-Six Thousand Five Hundred Eighty-Seven Rufiyaa and Fifty-Five Laari) on 3 August 2023. The project was handed over to the Ministry of Health after the tendering process, and the ministry is to monitor its progress. It should be noted that while this project was to be completed within 540 days of site possession, it was observed during the social audit that the project had not been completed as of 10 February 2025. Key Findings The project is delayed by 18 months but is expected to be completed by the second quarter of 2026. During the site inspection, it was observed that construction remained in the early stages, with only a few structural frames completed. The project was initiated without a comprehensive feasibility study or needs assessment for a development of this scale, relying instead on a top-down approach. This gap heightens the risk of resource misallocation and potential waste of public funds.
